How to increase adoption is always a discussion throughout the evolution of your org. Creating a top-down policy will always be the most effective measure. The culture of, “If it’s not in Salesforce, it doesn’t exist” creates mandatory Salesforce use. However, though this is the most effective, doesn’t mean it makes it any easier to evolve the org and make it easier for the end user.
